About us

 

Environmental Centre for Administration and Technology (ECAT – Lithuania) is a non-governmental, non-profit organization, established in 1997.

Our mission is to integrate environmental concerns into the society, to contribute to common welfare and improve the quality of life through practical and sustainable solutions. 

 

We are the leading organisation in Lithuania specialising on sustainable development policy at local level. We work on waste management, public environmental education, water preservation, air pollution, climate change, noise, corporate social responsibility and sustainable consumption.  We prepare and implement projects, educate and consult on various questions of environmental protection, promote activities of environment control in the municipalities of Lithuania.

 

Measuring the outcomes for the World, we make our own environment sustainable.

Environmental Centres for Administration and Technologies were established in Riga (Latvia), St. Petersburg (Russia), Tirana (Albania), Kaliningrad (Russia) and Kaunas (Lithuania) in 1992 – 1997. It was the initiative of the European Commission to develop the information network in Central and Eastern Europe and in Russia. The main object of the centres is consolidation of abilities, permanent communication between local and European experts, interchange of experience on environment protection and sustainable development.

 

1997

ECAT-Lithuania project started as a joint effort of Lithuanian municipalities and foreign partners.  The Lithuanian partners were five largest cities: Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėys. The foreign partners: European Commission, the Finnish Ministry of Environment, the Swedish Environmental Protection Agency, the Bavarian State Ministry for State Development and Environmental Affairs (Germany). 

The main goal of ECAT was to support 5 biggest municipalities in implementation of principles of Sustainable Development and Environmental Strategy of Lithuania.

ECAT team consisted of experts from Lithuania, Finland, Sweden and Germany.

 

1998 – 1999

ECAT implemented a number of projects on water management, waste management, air quality and environmental education in Vilnius, Kaunas, Klaipėda, Šiauliai and Panevėys.

ECAT expanded its activities to small and medium size municipalities.

First Campaign on Local Agenda 21 in Lithuania was initiated by ECAT. 

 

2000

ECAT, as a project, completed its activities and beneficiaries summarised that it played an important role in assisting municipalities to implement environmental policies and sustainable development principles.

 

2001 - 2004

ECAT continued its activities as an NGO and concentrated on the following issues: environmental education and training; project development and management; support activities and consulting. Main areas of activities: Local Agenda 21, waste management, air quality and noise abatement, and environmental management for local authorities. A range of projects, financed by various funds and programs were developed and implemented.

ECAT participated in the preparation process of the National report of the implementation of sustainable development for Johannesburg Summit meeting in 2002.  

For the successful activities and support for local authorities in implementation environmental projects ECAT received the letter of acknowledgment from the President (2002) and the Prime Minister (2004) of the Republic of Lithuania.

ECAT received the prestigious international Green Apple Award for outstanding environmental work.

 

2005

Together with other organizations Coalition of Environmental NGOs of Lithuania was founded. 

 

2007

The centre continues working in the field of Education for Sustainable Development, participates in the elaboration of the National strategy for the Education for sustainable development for 2007 –2015.

In 2007 ECAT celebrated ten years’ anniversary
